How to compare facilities management proposals

A monthly fee does not tell you which assets are covered or how faults will be managed. Compare proposals against the same site information, service matrix and acceptance criteria. This is especially useful when hard services, cleaning and specialist systems sit in one request.

Start with the site and asset baseline

Share the site type, area, operating hours and asset register where available. Record known faults and maintenance history. Separate critical equipment from routine assets. If information is incomplete, make a site assessment an explicit next step; do not compare a surveyed scope with an offer based only on floor area.

Make the service matrix visible

List each system, visit frequency, working hours and expected record. Clarify whether labour, consumables, spare parts and specialist attendance are included or optional. Cleaning should define zones and frequencies, not just a headcount. Any smart system or monitoring request needs its own compatibility and responsibility review.

Define performance before claiming improvement

Distinguish response time from resolution time and agree priorities for each fault class. Review planned maintenance completion, repeated faults and evidence of work-order closure. For energy improvements, establish the starting consumption and operating conditions before discussing savings. This gives the customer an auditable comparison instead of an unsupported percentage.

Saudi planning context: measure the baseline

The Saudi Energy Efficiency Center’s Foras programme describes detailed energy audits and measurement and verification. That supports a practical planning principle: use measured site information before assessing an energy proposal. Specific programme eligibility, obligations and specialist qualifications need separate confirmation for the actual project.
